Labour Market Facilitation Officer

At Brotherhood of St. Laurence (BSL), we are seeking a passionate Labour Market Facilitation Officer to join in a permanent capacity, located within the Economic Development Team at Hume City Council, a strategic partner of BSL.

Location: Broadmeadows

Job Type: Permanent Full-Time working 38 hours per week

Salary: $90,962.92 -$97,875.15 per annum, based on skills and experience plus 12% superannuation.

About the role

This role focuses on supporting individuals in pursuing meaningful pathways in employment that align with their strengths, talents, and aspirations. It involves building trusted relationships across the community to develop partnerships with employers, creating opportunities for co-design and collaboration with a focus on job creation, industry exposure, and fostering opportunities for participants to thrive.
  • Proactively cultivate relationships with key stakeholders, including industry associations, employers, referral agencies, community organisations, and local businesses, to establish employment pathways and create opportunities such as work experience, volunteering, and other real-world learning that build participant growth, confidence, and job readiness.
  • Champion the talents, strengths and potential of participants by working collaboratively with employers to create inclusive hiring practices and meaningful opportunities. Support employers to recognise the value of diverse candidates and tailor roles or recruitment approaches that align with both participant aspirations and business needs.
  • Stay informed of local labour market trends and the Hume Jobs and Skills ecosystem to strengthen collaboration, avoid duplication, and unlock future employment opportunities for participants through strategic partnerships.
  • Identify and understand employers’ recruitment needs and processes to ensure candidates are well-prepared and positioned to thrive in available roles. This includes pre-screening interviews on behalf of local employers to match participant strengths with suitable opportunities.
  • Collaborate with the HCC’s broader Economic Development team to contribute towards strategies for effectively reaching new employers and businesses who may offer jobs to participants.

  • Extensive relevant experience in social work, community development, employment services, or education, with a demonstrated ability to apply professional knowledge in complex and dynamic environments.
  • Proven relationship building and networking skills with a strong capacity to influence a very wide range of stakeholders across multiple sectors, from corporate through to not for profit, employment & education, and community.
  • Experience working in a values-driven, outcomes-focused environment that prioritises meaningful and sustainable progress for individuals and communities.
  • Demonstrated understanding of diverse groups including people of refugee, migrant and asylum seeking backgrounds, people with a disability, mature aged jobseekers, young people and parents with young children seeking work.
